The BÉIS Ultimate is a genuinely well-made bag with the best laptop provision here — a padded compartment published for both 13 in and 15 in machines — plus an L-shaped insulated bottle pocket and two cinch pockets for wipes and diapers. Its external dimensions, 15.75 x 8.66 x 12.6 in, are compact.
And it is 4.54 lb empty. On any other page that is a footnote. On this one it is the whole verdict, because the reason to buy a small bag is to carry less, and this bag spends three of the pounds you were trying to save on itself before you put a diaper in it.

That depends on your airline and on the bag’s measurements, not on the words on the listing. A 16 x 8 x 14 in backpack is within the ballpark of most published personal-item allowances; a 17 x 5.5 x 15 in tote is longer in one dimension than some.
